HUNAN PROVINCE, CHINAAround 800 tons of smuggled frozen meat have been seized by Chinese officials, including one batch stamped from the 1970s, Chinese state media reported. The operation is said to have been part of a month long crackdown on the illegal trade. The vintage meat was set to be distributed to restaurants, retailers and supermarkets in Hunan province as well as other provinces and major cities, according to Xinhua “News Agency”. The confiscated meat included poultry and beef supposedly worth 10 million yuan ($1.6 million). Some of the packages were rotten and others were mad old, packed and stamped during China’s Cultural Revolution 40 years ago. Other meat was found thawing in hot shipping containers. These can tag friends in Facebook photos or help police identify suspects in the recent riots in Britain. Kurt Roemer is chief security strategist for Citrix Systems in Fort Lauderdale, Florida. He says technology makes it easier than ever for governments to identify and target people. "And it is very much a fine line between effective law enforcement and privacy."Kristene Unsworth researches information policy at Drexel College in Philadelphia, Pennsylvania. She says she is concerned that governments and police are increasingly using facial recognition software without clearly defined policies. "There is so much secrecy around this information that we don't really know how these kind of images or other sorts of personal data points are being used, how long the information is being retained." Questions like these are part of a larger debate about privacy and free speech. After the riots, British Prime Minister David Cameron raised the possibility of interfering with social networks. He said the question was whether it would be right to stop people from communicating "when we know they are plotting violence, disorder and criminality."China's official news agency Xinhua says the British government "recognized that a balance needs to be struck between freedom and the monitoring of social media tools." Xinhua added, "We may wonder why western leaders, on the one hand, tend to indiscriminately accuse other nations of monitoring, but on the other take for granted their steps to monitor and control the Internet."Europe has some of the world's strongest policies on privacy rights. But Kurt Roemer says, like other western governments, they have not clearly defined their policies on new technologies. "China calling that out really shows that we have some issues to address here from a policy perspective, in addition to technology." One debate involves an action in San Francisco on August eleventh by the Bay Area Rapid Transit system. BART disabled wireless service in some of its underground stations for three hours. It says protesters were planning to use mobile devices to organize activities to disrupt train service. BART has faced protests over what activists say is police abuse by transit officers. BART says it acted to protect public safety. The American Civil Liberties Union of Northern California says the decision was in effect an effort by a government agency "to silence its critics." "It's thought they gained access in December, but it wasn't until April that the breach was discovered, and senior officials in Washington are pointing the finger of blame at China," Sky News reported. "Sources are telling us is a massive Chinese hack of U.S. government computers," NBC reported. "U.S. officials speaking to us on condition of anonymity say that Chinese hackers — they allege they were indeed from China, believed to be linked to the Chinese government — got into the computers of the U.S. Office of Personnel Management," Bloomberg reported. While the government has not placed official blame yet, researchers say whoever was responsible used familiar tools and methods. Security firm iSight says the attack bore hallmarks of the one Anthem health insurance suffered in February, which was also pinned on state-sponsored actors in China. (Video via NBC) Researchers suspect attackers gained access to the OPM the same way they did Anthem and Premera insurers: by setting up false websites "to trick employees at the three organizations to let hackers inside the systems." But China has denied such allegations, pointing out international attacks are difficult to track and identify. A Chinese Embassy spokesperson warned, "Jumping to conclusions and making hypothetical accusation(s) is not responsible and counterproductive." (Video via RT) The incident is unlikely to shore up the U.S.' rocky relationship with China's cyberwarfare division. U.S. officials implicated China in a lesser breach at the OPM less than a year ago. And last year, the Justice Department indicted five Chinese military officials for their roles in industrial espionage, which, according to The New York Times, effectively stalled U.S.-China relations on cybersecurity. The latest in a recurring U.S.-China Strategic and Economic Dialogue is scheduled for later in June, where cybersecurity is expected to be a hot topic of discussion. Jing and Chen are scheduled to stay in Tiangong-2 for 30 days. "On behalf of the CPC Central Committee, the State Council, the Central Military Commission and people of all ethnic groups of the country, I would like to express my sincere greetings to you," said Xi on the phone. Xi requested about the physical conditions of the astronauts and how their life and work was going on in the space. "Thanks for you Secretary General's concern. Before making the call, Xi watched the brain-computer interaction in-orbit repair experiment on Tiangong-2 at the Command Center. The Tiangong-2 space lab is equipped with an in-orbit repair robotic arm terminal operation system, which is used by astronauts to test the brain-computer interaction in-orbit repair technology that will allow astronauts to control equipment with their thoughts rather than manually. The system, 1.35 meters long in total, includes the human-simulated robotic arm, human-simulated robotic hand, binocular global camera, hand-eye camera, controller, data glove and three-dimensional mouse. The size of the human-simulated robotic hand conforms to the size of the hand of the astronauts in extravehicular spacesuit. It was jointly developed by the fifth institute of the China Aerospace Science and Technology Corporation (CASC), the Harbin Institute of Technology, and the Beijing Institute of Technology. The experiment verifies the in-orbit technology of the core parts of the robotic arm, exploring the brain-computer interaction mode to accumulate experience of space robots working in orbit. During the experiment, the robotic hand will simulate the typical moves of dismantling the thermal insulation materials, unscrewing the electric plug, and using electric tools to turn the screws in the orbit. Other tests include robotic joint stiffness in-orbit identification and grasping floating balls. This is the first such experiment in the world. A global cyber attack leveraging hacking tools believed to have been developed by the U.S. National Security Agency has infected tens of thousands of computers in nearly 100 countries, disrupting Britain's health system and global shipper FedEx. Cyber extortionists tricked victims into opening malicious malware attachments to spam emails that appeared to contain invoices, job offers, security warnings and other legitimate files. The ransomware encrypted data on the computers, demanding payments of $300 to $600 to restore access. Security researchers said they observed some victims paying via the digital currency bitcoin, though they did not know what percent had given in to the extortionists. Researchers with security software maker Avast said they had observed 57,000 infections in 99 countries, with Russia, Ukraine and Taiwan the top targets. Asian countries reported no major breaches on Saturday, but officials in the region were scrambling to check and the full extent of the damage may not be known for some time. China's official Xinhua news agency said some secondary schools and universities had been affected, without specifying how many or identifying them. The most disruptive attacks were reported in Britain, where hospitals and clinics were forced to turn away patients after losing access to computers on Friday. International shipper FedEx Corp said some of its Windows computers were also infected. "We are implementing remediation steps as quickly as possible," it said in a statement. Only a small number of U.S.-headquartered organizations were hit because the hackers appear to have begun the campaign by targeting organizations in Europe, said Vikram Thakur, research manager with security software maker Symantec. By the time they turned their attention to the United States, spam filters had identified the new threat and flagged the ransomware-laden emails as malicious, Thakur added. Infections of the worm appeared to have fallen off significantly after a security researcher bought a domain that the malware was connecting to, by chance undermining the malware's effectiveness. Making the domain active appears to have stunted the spread of the worm, Thakur said on Saturday. "The numbers are extremely low and coming down fast," he said, while cautioning that any change in the original code could lead the worm to flare up again. The U.S. Department of Homeland Security said late on Friday it was aware of reports of the ransomware, was sharing information with domestic and foreign partners and was ready to lend technical support. Telecommunications company Telefonica was among many targets in Spain, though it said the attack was limited to some computers on an internal network and had not affected clients or services. Portugal Telecom and Telefonica Argentina both said they were also targeted. Private security firms identified the ransomware as a new variant of "WannaCry" that had the ability to automatically spread across large networks by exploiting a known bug in Microsoft's Windows operating system. The hackers, who have not come forward to claim responsibility or otherwise been identified, likely made it a "worm", or self spreading malware, by exploiting a piece of NSA code known as "Eternal Blue" that was released last month by a group known as the Shadow Brokers, researchers with several private cyber security firms said. "This is one of the largest global ransomware attacks the cyber community has ever seen," said Rich Barger, director of threat research with Splunk, one of the firms that linked WannaCry to the NSA. The Shadow Brokers released Eternal Blue as part of a trove of hacking tools that they said belonged to the U.S. spy agency. Microsoft said it was pushing out automatic Windows updates to defend clients from WannaCry. It issued a patch on March 14 to protect them from Eternal Blue. "Today our engineers added detection and protection against new malicious software known as Ransom:Win32.WannaCrypt," Microsoft said in a statement on Friday, adding it was working with customers to provide additional assistance. The Chinese government will likely resume cryptocurrency trading in the upcoming months with necessary Know Your Customer (KYC) and Anti-Money Laundering (AML) systems in place. Earlier this week, Xinhua, the state-owned news publication of China, revealed that the Chinese government is concerned with criminal activities surrounding cryptocurrencies such as bitcoin. It emphasized that cryptocurrencies have become the “top choice” for underground economies and revealed that the government will take appropriate measures to regulate the market by implementing a licensing program and strict AML systems. Why the Ban on Chinese Exchanges is Not Beneficial for the Government Last month, the Chinese government, the People’s Bank of China (PBoC), and local financial regulators imposed a nationwide ban on cryptocurrency exchanges. Consequently, the price of bitcoin fell to $3,000 and the cryptocurrency market endured a major correction. Since then, the global cryptocurrency exchange market has restructured as the majority of trading volumes from China moved to neighboring markets such as Japan and South Korea. More to that, the Japanese government officially authorized 11 cryptocurrency exchanges in the same month, providing an efficient and well-regulated ecosystem for Chinese traders. As a result, the bitcoin price has recovered and has remained above the $4,000 margin. Advertisement: But, the Chinese government’s ban on cryptocurrency exchanges also led to the increasing trading volumes of over-the-counter (OTC) markets and peer-to-peer trading platforms such as LocalBitcoins. For the Chinese government, such trend is a major concern in terms of KYC and AML policies because traders are now able to exchange cryptocurrencies and trade the Chinese yuan without the control and the involvement of Chinese authorities. Previously, when regulated Chinese cryptocurrency trading platforms such as BTCC, OKCoin, and Huobi were around, the overwhelming majority of cryptocurrency trades were overseen by the PBoC through KYC and AML systems adopted by businesses within the Chinese cryptocurrency exchange market. Today, it is not possible for the Chinese government to regulate cryptocurrency trades because they are being processed and settled in markets that are outside the reach of the local authorities. Licensing Program Similar to That of Japan Likely Xinhua noted that the government is considering the possibility of licensing and record-keeping cryptocurrency trades, as local sources including CnLedger have shared. CnLedger, a trusted source of cryptocurrency news in China, stated: “Xinhua News, official press agency of CN: Virtual currencies have become the top choices of underground economies. We shall adopt ‘0-tolerance policies’ towards crimes hidden underneath and take measures such as record-keeping, licensing, AML processes, real-name, limiting large transactions.” In order for the government to adopt a zero-tolerance policy on cryptocurrency-based criminal activities, it needs to have infrastructures in place that can allow the government to oversee payments and disclose the identities of cryptocurrency users. Without KYC and AML systems, as seen in trading platforms like LocalBitcoins and other OTC markets, it is virtually impossible to execute a zero-tolerance policy on cryptocurrency crimes. As Xinhua suggested, it is definitely possible that the cryptocurrency exchange ban in China is only temporary until the Chinese government releases a stricter record-keeping, licensing, and AML policies for trading platforms. Also, as experts and executives at overseas exchange markets such as Hong Kong revealed, the ban on cryptocurrency exchanges have not stopped Chinese investors from buying and investing in cryptocurrencies. “The ban did not stop them [Chinese investors] from buying cryptocurrencies. In the last few weeks, we have seen a lot of mainland customers opening up accounts at TideBit. They still want to play the game. I see a growing need in that they will come to Hong Kong or Singapore to buy cryptocurrency,” said Terence Tsang, chief operating officer at TideiSun, the parent company of TideBit.

Deadly fire broke out at a hotel in southeastern China killed 10 people, the Xinhua news agency said on Saturday. The huge fire kills at least 10 people and 14 others were injured on Saturday morning at the hotel in the inland city of Nanchang, the capital of Jiangxi province, trapping people inside, including workers who were carrying out renovations on the building. Chinese social media released several photos and videos showing thick plumes of smoke coming from the hotel building and dozens of fire trucks and rescue workers on the scene. He says technology makes it easier than ever for governments to identify and target people. "And it is very much a fine line between effective law enforcement and privacy." Kristene Unsworth researches information policy at Drexel College in Philadelphia, Pennsylvania. She says she is concerned that governments and police are increasingly using facial recognition software without clearly defined policies. "There is so much secrecy around this information that we don't really know how these kind of images or other sorts of personal data points are being used, how long the information is being retained." Questions like these are part of a larger debate about privacy and free speech. After the riots, British Prime Minister David Cameron raised the possibility of interfering with social networks. He said the question was whether it would be right to stop people from communicating "when we know they are plotting violence, disorder and criminality." China's official news agency Xinhua says the British government "recognized that a balance needs to be struck between freedom and the monitoring of social media tools." Xinhua added, "We may wonder why western leaders, on the one hand, tend to indiscriminately accuse other nations of monitoring, but on the other take for granted their steps to monitor and control the Internet." Europe has some of the world's strongest policies on privacy rights. But Kurt Roemer says, like other western governments, they have not clearly defined their policies on new technologies. "China calling that out really shows that we have some issues to address here from a policy perspective, in addition to technology." One debate involves an action in San Francisco on August eleventh by the Bay Area Rapid Transit system. BART disabled wireless service in some of its underground stations for three hours. It says protesters were planning to use mobile devices to organize activities to disrupt train service. BART has faced protests over what activists say is police abuse by transit officers. BART says it acted to protect public safety. The American Civil Liberties Union of Northern California says the decision was in effect an effort by a government agency "to silence its critics."

A typo by China’s state news agency over the weekend resulted in President Xi Jinping being referred to as China’s “last” leader in a report on the annual session of the rubber-stamp parliament, the National People’s Congress (NPC). Xinhua, a key media propaganda tool for the ruling Communist Party of China (CPC), made the rare error while describing Xi. Xi, according to many experts, is China’s most powerful presidents in decades. Xinhua was quick to correct the error. According to the Hong Kong-based Chinese newspaper Ming Pao, the news agency hurriedly circulated a correction, changing “last” to “top”, as in China’s top leader. The two phrases are different by just one character in Chinese but are pronounced differently. The original version was taken down and links for the article that were circulating were quickly found to be defunct. It was not immediately clear whether heads would roll at Xinhua for the error. The news wire is China’s largest state-run news agency and other media houses are almost always directed to carry copies released by Xinhua on important events and sensitive topics. The embarrassing mistake for Xinhua and the CPC comes at a time when the government is trying to tighten its rules on the already – and severely – restricted freedom of press. The move, which is detrimental to both Americas growth and global economic recovery, also runs counter to the mutuallybeneficial and winwin nature of ChinaUS relations, the Xinhua commentary said. Security reviews of investments in sensitive sectors should not be used as a tool to implement protectionism, it added, echoing comments by a Commerce Ministry spokesman last week. Citing analysts who said Trumps decision was made with an eye to the 2018 midterm election, Xinhua called it penny wise and pound foolish ... It is a shortsighted move to take protectionist measures amid sluggish global growth. Chinese investment is not Trojan Horse with hidden purposes, it said. Trump is set to visit China in November. The two countries need to strengthen dialogue and communication, promote cooperation and exchanges in various fields and properly handle issues of common concerns.
