These can tag friends in Facebook photos or help police identify suspects in the recent riots in Britain. Kurt Roemer is chief security strategist for Citrix Systems in Fort Lauderdale, Florida. He says technology makes it easier than ever for governments to identify and target people. "And it is very much a fine line between effective law enforcement and privacy."Kristene Unsworth researches information policy at Drexel College in Philadelphia, Pennsylvania. She says she is concerned that governments and police are increasingly using facial recognition software without clearly defined policies. "There is so much secrecy around this information that we don't really know how these kind of images or other sorts of personal data points are being used, how long the information is being retained." Questions like these are part of a larger debate about privacy and free speech. After the riots, British Prime Minister David Cameron raised the possibility of interfering with social networks. He said the question was whether it would be right to stop people from communicating "when we know they are plotting violence, disorder and criminality."China's official news agency Xinhua says the British government "recognized that a balance needs to be struck between freedom and the monitoring of social media tools." Xinhua added, "We may wonder why western leaders, on the one hand, tend to indiscriminately accuse other nations of monitoring, but on the other take for granted their steps to monitor and control the Internet."Europe has some of the world's strongest policies on privacy rights. But Kurt Roemer says, like other western governments, they have not clearly defined their policies on new technologies. "China calling that out really shows that we have some issues to address here from a policy perspective, in addition to technology." One debate involves an action in San Francisco on August eleventh by the Bay Area Rapid Transit system. BART disabled wireless service in some of its underground stations for three hours. It says protesters were planning to use mobile devices to organize activities to disrupt train service. BART has faced protests over what activists say is police abuse by transit officers. BART says it acted to protect public safety. The American Civil Liberties Union of Northern California says the decision was in effect an effort by a government agency "to silence its critics." HUNAN PROVINCE, CHINAAround 800 tons of smuggled frozen meat have been seized by Chinese officials, including one batch stamped from the 1970s, Chinese state media reported. The operation is said to have been part of a month long crackdown on the illegal trade. The vintage meat was set to be distributed to restaurants, retailers and supermarkets in Hunan province as well as other provinces and major cities, according to Xinhua “News Agency”. The confiscated meat included poultry and beef supposedly worth 10 million yuan ($1.6 million). Some of the packages were rotten and others were mad old, packed and stamped during China’s Cultural Revolution 40 years ago. Other meat was found thawing in hot shipping containers. A global cyber attack leveraging hacking tools believed to have been developed by the U.S. National Security Agency has infected tens of thousands of computers in nearly 100 countries, disrupting Britain's health system and global shipper FedEx. Cyber extortionists tricked victims into opening malicious malware attachments to spam emails that appeared to contain invoices, job offers, security warnings and other legitimate files. The ransomware encrypted data on the computers, demanding payments of $300 to $600 to restore access. Security researchers said they observed some victims paying via the digital currency bitcoin, though they did not know what percent had given in to the extortionists. Researchers with security software maker Avast said they had observed 57,000 infections in 99 countries, with Russia, Ukraine and Taiwan the top targets. Asian countries reported no major breaches on Saturday, but officials in the region were scrambling to check and the full extent of the damage may not be known for some time. China's official Xinhua news agency said some secondary schools and universities had been affected, without specifying how many or identifying them. The most disruptive attacks were reported in Britain, where hospitals and clinics were forced to turn away patients after losing access to computers on Friday. International shipper FedEx Corp said some of its Windows computers were also infected. "We are implementing remediation steps as quickly as possible," it said in a statement. Only a small number of U.S.-headquartered organizations were hit because the hackers appear to have begun the campaign by targeting organizations in Europe, said Vikram Thakur, research manager with security software maker Symantec. By the time they turned their attention to the United States, spam filters had identified the new threat and flagged the ransomware-laden emails as malicious, Thakur added. Infections of the worm appeared to have fallen off significantly after a security researcher bought a domain that the malware was connecting to, by chance undermining the malware's effectiveness. Making the domain active appears to have stunted the spread of the worm, Thakur said on Saturday. "The numbers are extremely low and coming down fast," he said, while cautioning that any change in the original code could lead the worm to flare up again. The U.S. Department of Homeland Security said late on Friday it was aware of reports of the ransomware, was sharing information with domestic and foreign partners and was ready to lend technical support. Telecommunications company Telefonica was among many targets in Spain, though it said the attack was limited to some computers on an internal network and had not affected clients or services. Portugal Telecom and Telefonica Argentina both said they were also targeted. Private security firms identified the ransomware as a new variant of "WannaCry" that had the ability to automatically spread across large networks by exploiting a known bug in Microsoft's Windows operating system. The hackers, who have not come forward to claim responsibility or otherwise been identified, likely made it a "worm", or self spreading malware, by exploiting a piece of NSA code known as "Eternal Blue" that was released last month by a group known as the Shadow Brokers, researchers with several private cyber security firms said. "This is one of the largest global ransomware attacks the cyber community has ever seen," said Rich Barger, director of threat research with Splunk, one of the firms that linked WannaCry to the NSA. The Shadow Brokers released Eternal Blue as part of a trove of hacking tools that they said belonged to the U.S. spy agency. Microsoft said it was pushing out automatic Windows updates to defend clients from WannaCry. It issued a patch on March 14 to protect them from Eternal Blue. "Today our engineers added detection and protection against new malicious software known as Ransom:Win32.WannaCrypt," Microsoft said in a statement on Friday, adding it was working with customers to provide additional assistance. "At the moment, China's technological development is much better than any other country in the world," a Ukrainian student said on Friday after his recent trip to China. Bolotny, A fifth-year student at a National Technical University in southern Ukraine, visited two Chinese cities last month under the international educational program "Seeds for the Future," organized by a Chinese technology giant company Huawei. While talking about his trip during a welcome-home ceremony in Kiev, Bolotny looked enthusiastic and excited. He admitted that though he travelled a lot, he had never seen such innovative ideas and solutions that are implemented in Chinese cities. "In Beijing, the IoT (Internet of Things) technologies are very well developed. For instance, they allow to freely rent bikes online. Also, people rarely use cash, because they have a payment option using QR codes," Bolotny said. "In Shenzhen, I was impressed by the smart surveillance cameras, which can recognize faces and voices, and smart information displays, which are helping to find the route and showing the traffic jams and the situation on the roads," he added. Bolotny said that China's innovation culture became a great surprise and a source of inspiration for him and other students, who participated in the program. During the two-week trip, Bolotny along with nine other best technology students from Ukraine's top universities, not only discovered China's innovative development, but also deepened knowledge in information and communications technology (ICT) in Huawei's headquarters. Another student at Kiev Polytechnic Institute, said the participation in the program offered her a unique chance to learn the ICT, which has not yet been implemented in Ukraine. "We had a course on mobile communications, particularly on the 4G LTE technology. The practical stage was the most interesting for me. We have installed the 4G mobile base station, corrected mistakes and built our own mobile cell. It was wonderful," she said. She said that after participating in the "Seeds for the Future" program, she dreams of working in the ICT sector to introduce innovative technologies in her home country. Huawei's "Seeds for the Future" program, which started in 2008, is designed to improve the global educational environment and boost knowledge exchanges among young talented people from different countries. The program, which is implemented in 96 countries and regions across five continents, cultivates local ICT talents, improves people's interest in the telecom industry, and encourages countries and regions to participate in the building of digital communities. A total of 20 Ukrainian students from 10 universities have participated in the program since its launch in Ukraine in 2016. Hsu Shall Bo, Huawei's regional PR director, spoke highly of Ukraine's talented youth, saying that the Chinese company will not only continue the "Seeds for the Future" program for the Ukrainian university students, but also plans to open the ICT class in Ukraine for teaching school students. Unexpectedly, the next day, neighboring Myanmar announced that it would lift its current blockade of Facebook, Twitter, and other international social media networks. Mainland netizens said, now the world's remaining countries implementing network controls are China, North Korea, Cuba and Iran, or what is now called the 'New Four Ancient Civilizations.' Myanmar started using the Internet some 10 years ago, but its military regime enacted very strict control measures, blocking any website critical of its rule. In 2011, a new administration came to power, under the rule of, President Thein Sein. In his inaugural speech in March, he said the media's role should be respected. In September, Myanmar announced the lifting of a long-term blockade on several foreign news sites such as Voice of America, BBC, Chinese sites and video site, YouTube. On October 27, the Myanmar government once again announced the official lifting of blockades on Facebook and Twitter, as well as other international media networks, which in effect amounts to a lifting of all Internet blockades. On October 26, Xinhua News Agency published a report, by the Sixth Plenary Session of the 17th CPC Central Committee which stressed the need to strengthen the management of social networks and instant messaging tools. Zhu Jianguo, an Shenzhen City-based activist, told Radio Free Asia, that due to networking and micro blogging, the Central Discipline Inspection Commission and all levels of the Anti-Corruption Agency, are no longer needed, so, officials want to retire these organizations. Instead, they want to construct an online cultural front, that is, they want to use micro blogging as a propaganda tool or mouthpiece for the CCP, i.e., the so called "Fifty-Cent Party" micro blogging. A micro blog in mainland China mocked countries that still restrict Internet access, such as China, North Korea, Iran, and Cuba, calling them the 'New Four Ancient Civilizations,' alluding to the fact that all others countries have accepted modern civilization, but those four are still 'ancient.' The Japanese website, Searchchina, which reports Chinese news, also published an article dubbing China, North Korea, Cuba, and Iran as the 'Network Dictatorship's Four Kings,' showing the close-mindedness and backwardness of the Four Kings in the Internet age. Beifeng, a news media agent for Hong Kong's Sun TV, told Deutsche Welle that netizens dubbed these countries as the 'New Four Ancient Civilizations,' because they have one distinct common feature: they're all autocratic regimes. Beifeng said that lying is the magic tool that the CCP uses to maintain its power. The presence of these widely popular social networking tools makes the CCP very nervous, as it knows that if it doesn't stop the free flow of information on the Internet, its rule will be threatened. Beifeng: "The presence of these social tools on the Internet makes the CCP's realize that the controls they have in place on traditional Internet content, no longer works, such as China News portal content. Although there is no Face book in China, there is micro blogging, and also the Renren Network, etc. When something happens, the authorities have no way to limit the dissemination of information. Li Daoming, a researcher on Chinese political issues in the State University of New Hampshire, said that China's netizens are always looking for a way around the CCP's Internet blockade. The CCP desperately wants to block the sea of public views, but in fact, it's left feeling powerless and frustrated, as it realizes that what it controls is only a small part of the Internet. The Sichuan activist and Skynet respondent, Huang Qi said: "Chinese authorities called for the effective control of the Internet, however, such an approach isn't consistent with international trends, and is also completely contrary to the characteristics of the Internet, which allows for the free transfer of all kinds of information. Due to the Chinese people's resistance to China's Internet blockade, the CCP authorities' approach has completely failed." Both countries are nuclearweapon states and if push ever comes to shove in renewed border hostilities, they might be mindful of escalating armed action beyond the threshold of outright war and, worse, cross the Rubicon into nuclear conflict. India’s lessons on dealing with China’s coercion are indeed interesting. But what about looking at Beijing’s rivals in the context of an obvious power asymmetry? Its Southeast Asian adversaries in the South China Sea immediately come to mind. That region is made up of smaller, weaker nationstates, which do not have India’s array of power tools and other forms of strategic leverages. It might be tempting to conclude that these Southeast Asian countries are easy pickings for Beijing to successfully exercise its coercive strategy. Southeast Asian Rivals as Easy Pickings for China? In fact, not too long after the Association of Southeast Asian Nations ASEAN issued a joint statement about the South China Sea that amounted to no more than a slap on Beijing’s wrist. Additionally, both parties formally endorsed a framework for a proposed code of conduct to manage disputes after there were revelations about the presence of several Chinese vessels spotted close to Philippineoccupied Thitu Island. A Philippine fishery patrol vessel was allegedly harassed as well. This is where Manila’s reaction differs from New Delhi’s swift and decisive counter against a perceived Chinese attempt to alter the status quo in Doklam. Deadly fire broke out at a hotel in southeastern China killed 10 people, the Xinhua news agency said on Saturday. The huge fire kills at least 10 people and 14 others were injured on Saturday morning at the hotel in the inland city of Nanchang, the capital of Jiangxi province, trapping people inside, including workers who were carrying out renovations on the building. Chinese social media released several photos and videos showing thick plumes of smoke coming from the hotel building and dozens of fire trucks and rescue workers on the scene. One person seriously injured jumping from a second floor window to escape and had been taken to hospital. Rescue work in the building was basically completed, said Xinhua, adding that initial investigations suggested the cause of the fire was tools used to cut construction materials. It said police had detained seven people while investigations continued. Deadly fires are not uncommon in China, where safety regulations are lax and fire exits often blocked.

He says technology makes it easier than ever for governments to identify and target people. "And it is very much a fine line between effective law enforcement and privacy." Kristene Unsworth researches information policy at Drexel College in Philadelphia, Pennsylvania. She says she is concerned that governments and police are increasingly using facial recognition software without clearly defined policies. "There is so much secrecy around this information that we don't really know how these kind of images or other sorts of personal data points are being used, how long the information is being retained." Questions like these are part of a larger debate about privacy and free speech. After the riots, British Prime Minister David Cameron raised the possibility of interfering with social networks. He said the question was whether it would be right to stop people from communicating "when we know they are plotting violence, disorder and criminality." China's official news agency Xinhua says the British government "recognized that a balance needs to be struck between freedom and the monitoring of social media tools." Xinhua added, "We may wonder why western leaders, on the one hand, tend to indiscriminately accuse other nations of monitoring, but on the other take for granted their steps to monitor and control the Internet." Europe has some of the world's strongest policies on privacy rights. But Kurt Roemer says, like other western governments, they have not clearly defined their policies on new technologies. "China calling that out really shows that we have some issues to address here from a policy perspective, in addition to technology." One debate involves an action in San Francisco on August eleventh by the Bay Area Rapid Transit system. BART disabled wireless service in some of its underground stations for three hours. It says protesters were planning to use mobile devices to organize activities to disrupt train service. BART has faced protests over what activists say is police abuse by transit officers. BART says it acted to protect public safety. The American Civil Liberties Union of Northern California says the decision was in effect an effort by a government agency "to silence its critics."

A typo by China’s state news agency over the weekend resulted in President Xi Jinping being referred to as China’s “last” leader in a report on the annual session of the rubber-stamp parliament, the National People’s Congress (NPC). Xinhua, a key media propaganda tool for the ruling Communist Party of China (CPC), made the rare error while describing Xi. Xi, according to many experts, is China’s most powerful presidents in decades. Xinhua was quick to correct the error. According to the Hong Kong-based Chinese newspaper Ming Pao, the news agency hurriedly circulated a correction, changing “last” to “top”, as in China’s top leader. The two phrases are different by just one character in Chinese but are pronounced differently. The original version was taken down and links for the article that were circulating were quickly found to be defunct. It was not immediately clear whether heads would roll at Xinhua for the error. The news wire is China’s largest state-run news agency and other media houses are almost always directed to carry copies released by Xinhua on important events and sensitive topics. The embarrassing mistake for Xinhua and the CPC comes at a time when the government is trying to tighten its rules on the already – and severely – restricted freedom of press.
